Artificial intelligence (AI) could halve energy use and labour costs, yet adoption remains frustratingly low—only 8.4 % of workers use AI in their daily tasks, according to an OECD report.

By contrast, a 2025 Gallup survey shows 50 % of U.S. workers and 32 % of U.K. workers rely on AI tools. Singapore—a regionally advanced AI city—has 56 % of staff using AI weekly. Japan lags, quietly raising concerns among policymakers about its future on the G‑7 productivity leaderboard.

Why the lethargy? Cross‑border entrepreneur Austin Xu, who just set up an AI firm in Japan, notes that Japanese corporates are risk‑averse: “AI errors are almost forbidden in client‑facing work,” he says. Where U.S. managers treat AI as a training ground first, Japanese firms prefer to keep human oversight intact.

Academics echo this sentiment. Prof. Haghirian of Kyoto University’s advanced management school argues that Japanese organisations “suffer from a culture of consensus and fear of failure.” She points to generative AI’s unreliability as a key restraint, limiting usage to low‑risk tasks like drafting emails, summarising documents or gathering information.

The stakes hit the climate front: digital tools make factories cleaner, transport systems smarter, and waste management more effective. Without mainstream AI, Japan risks falling short of its 2030 renewable energy targets and avoiding carbon‑neutral manufacturing.

A policy response arrived last year when Japan’s parliament passed the AI Promotion Act. The legislation encourages investment with “light‑touch” regulation and pledges to make Japan the world’s friendliest AI hub. Yet, critics argue that the Act alone will not conquer deep‑rooted cultural barriers.

On the ground, recruitment is shifting. Some firms now prioritize “AI literacy” in hiring; large trading companies like Kanematsu are adding students who can implement AI‑driven workflows. Yet many of those who adopt AI use it in a narrow scope—mostly for writing or data summarisation—instead of integrating it into core decision‑making.

The tech‑workforce remains a bottleneck: a 2024 report forecasts an almost 800,000 IT professional shortage by 2030. Outdated computer systems—about 60 % older than 20 years—further hinder digital transformation. The Ministry of Finance reports a 75 % corporate usage of AI tools, up from 11 % five years earlier, but tangible productivity gains remain elusive.

Experts warn that Japan’s economy could miss its green transition unless disruptive innovation is embraced. “Painless reform is the norm, but transformative change is rare,” says Professor Ogasawara of Meiji University.
